Can anyone with experience of current crew descriptions enlighten me as to what these guys actually do?

A picture editor is what used be called a VT editor/film editor.
Edit Assistant is the picture editor’s assistant.

I’d guess they are called picture editor to differentiate from program content editor? But still basically do what such editors always did do?
You can’t accurately call them either a film or VT editor these days.

Edit Assistant, Ingest Assistant, Data Wrangler – they all get the files from the Cards or Servers into the Edit Suites (and make tea.).
Offline Editor, Picture Editor, Video Editor – does the "Creative" Edit – Editor’s cut, Director’s cut, Producer’s cut, (and so on up the chain if it’s the BBC….)
If the Offline was done with proxies you also need an Online Editor, often with a Grade – perhaps with a DOP/Lighting Cameraman present.
