Strobing

Was watching Pointless today and saw something I’d not seen for ages. Strobing on a check jacket. Only on the one shot, though. Thought it went out with PAL? Anyone explain what causes it today?

It’s known as aliasing. Occurs as the transmission used is a compression system that reduces the data needed. When the signal is resolved at your end the information is not available to display that part of the picture and you get that blocking that looks like cross colour, but is not. Often happens on fine diagonal detail.
